SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That, notwithstanding any provision of Article 2B of the Code, the
Board of Liquor License Commissioners of Baltimore City may issue one Class C beer,
wine and liquor license for use by an arts club that has been incorporated less than 5
years and is located on Highland Avenue in the Highlandtown Arts and
Entertainment District.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 2006. It shall remain effective for a period of 7 months and, at the end of
December 31, 2006, with no further action required by the General Assembly, this Act
shall be abrogated and of no further force and effect.

AN ACT concerning
Vehicle Laws - Standing or Parking Near Crosswalks - Baltimore City
FOR the purpose of exempting Baltimore City from statewide provisions prohibiting
a person from standing or parking a vehicle within a certain distance from a
crosswalk at an intersection; authorizing Baltimore City to regulate the distance
from certain crosswalks at intersections in Baltimore City within which a
person may not stand or park a vehicle; and generally relating to regulation of
the standing or parking of vehicles near crosswalks in Baltimore City.
