14-101.
(c) "Emergency" means the threat or occurrence of:
(1) a hurricane, tornado, storm, flood, high water, wind-driven water,
tidal wave, earthquake, landslide, mudslide, snowstorm, drought, fire, explosion, and
any other disaster in any part of the State that requires State assistance to
supplement local efforts in order to save lives and protect public health and safety; or
(2) an enemy attack, act of terrorism, or public health catastrophe.
(f) "MEMA" means the Maryland Emergency Management Agency.
14-106.
(b) In performing duties under this subtitle, the Governor:
(3) may authorize the procurement of supplies and equipment, [and] the
institution of training programs INCLUDING EMERGENCY PREPAREDNESS
CREDENTIALING PROGRAMS FOR HEALTH CARE PRACTITIONERS LICENSED IN THE
STATE AND IN OTHER STATES, THE PROCESS FOR LICENSING. CERTIFYING, OR
CREDENTIALING HEALTH CARE PRACTITIONERS DEVELOPED UNDER § 18-903(C) OF
THE HEALTH - GENERAL ARTICLE, [and] public information programs, and other
steps to prepare for an emergency;
14-107.
(a) (1) If the Governor finds that an emergency has developed or is
impending due to any cause, the Governor shall declare a state of emergency by
executive order or proclamation.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2006.

(Senate Bill 78)
AN ACT concerning
Baltimore City - Alcoholic Beverages - Class C License in Highlandtown Arts
and Entertainment District
FOR the purpose of authorizing the Board of Liquor License Commissioners of
Baltimore City to issue a Class C beer, wine and liquor license for use by a
certain person in a certain area; providing for the termination of this Act; and
generally relating to alcoholic beverages licenses in Baltimore City.
