(14) REPORT ANNUALLY TO THE GOVERNOR AND THE PUBLIC
ON THE ACTIVITIES OF THE OFFICE.
[(c) His responsibilities include but are not limited to:
(1) Responsiveness to local children's councils and
the Advisory Committee;
(2) Preparation of an annual report to the Governor
and the public]

[(a) The children's councils are a part of the Maryland
Office for Children and Youth and exercise the powers and duties
specified in this article.
(b) There shall be a children's council in each county and
Baltimore City.
(c) (1) Each children's council is appointed by the chief
executive officer of that subdivision and includes
representatives of the local departments of health, education,
and social services and members appointed at large.
(d) (2) Of the members initially appointed:
(1) One-half shall serve for a term of two years; and
(2) The remainder shall serve for a term of three
years.
(e) After the expiration of the initial term members are
appointed for a term of three years.
(f) In the event of the resignation of a member or a
vacancy in the membership of a children's council for any reason,
the chief executive officer of the subdivision shall appoint a
qualified person to fill the unexpired term of the member.
(g) The members of the children's council serve without
compensation. ]
(A) EACH COUNTY MAY ESTABLISH A CHILDREN'S COUNCIL TO
PERFORM FUNCTIONS WITHIN THE COUNTY COMPARABLE TO THE FUNCTIONS
OF THE OFFICE FOR CHILDREN AND YOUTH.
[(h)] (B) (h) It is the responsibility of [the] EACH
children's [councils] COUNCIL to:
(1) Examine PUBLIC AND PRIVATE programs, [and]
services, and plans for children under the age of 18 in [their
jurisdictions] THE COUNTY for the purpose of identifying
duplications, [or] inefficiencies, [effectiveness of programs,
