840 LAWS OF MARYLAND
(1)   [The supervision of the duties and functions of
the Office] BE RESPONSIBLE FOR THE ADMINISTRATION OF THE OFFICE; (2)   [Examination of] EXAMINE PUBLIC AND PRIVATE
programs, services, and plans for children under the age of 18
for the purpose of identifying duplications, [or] inefficiencies,
[effectiveness of programs, resources,] and unmet needs AND
EVALUATING THE EFFECTIVENESS OF THOSE PROGRAMS, SERVICES, AND
PLANS; (3)   [Securing and analyzing] SECURE AND ANALYZE
departmental plans and budget requests affecting children's
programs and services; (4)  Review [of] federal, STATE, LOCAL, AND PRIVATE
funds utilized and available to the State for children's programs
and services; (5)   [Collation of] IDENTIFY AND COLLATE items in the
Governor's budget related to programs and services for children
and youth and issuance of impact statements; (6)   [Formulation of] FORMULATE recommendations, NOT
LATER THAN SEPTEMBER 15 OF EACH YEAR, to the Governor[,] and
other appropriate department heads on planning and expenditures
for children's programs and services; (7)   [Liaison] MAINTAIN LIAISON with departments and
local governments to coordinate services and maximize resources
in developing programs; (8)   [Liaison] MAINTAIN LIAISON with [representative]
local children's councils and other child advocacy groups,
including parents, to receive advice on resources, needs, and
priorities in the different localities; (9)   [Providing] WITHIN THE LIMITATIONS OF THE
OFFICE'S BUDGET, CARRY OUT PROGRAMS OF effective public
information AND EDUCATION on children's services in Maryland; (10)   [Advising the legislature on the needs of
children and their families; and] FORMULATE POLICY POSITIONS OR
STATEMENTS ON LEGISLATIVE ISSUES AND, UNDER THE DIRECTION OF THE
GOVERNOR, COMMUNICATE THOSE POSITIONS OR STATEMENTS TO THE
GENERAL ASSEMBLY; (11)   [Formulating] ADOPT rules and regulations
necessary to carry out the provisions of this article; (12)   IMPLEMENT THE PRIORITIES IDENTIFIED BY THE
ADVISORY COMMITTEE; (13)  DELEGATE SUCH OTHER ADDITIONAL RESPONSIBILITIES
AS HE DEEMS APPROPRIATE; AND
