resources,] and unmet needs AND EVALUATING THE EFFECTIVENESS OF
THOSE PROGRAMS, SERVICES, AND PLANS;
(2) Secure and analyze departmental plans and budget
requests affecting children's programs and services in [their
jurisdictions] THE COUNTY;
(3) Review federal, STATE, LOCAL, AND PRIVATE funds
utilized and available to [their jurisdictions] THE COUNTY
for children's programs and services;
(4) Identify, document, and communicate needs,
resources, and priorities in [their jurisdictions] THE COUNTY
to the local [chief executive] GOVERNING BODY and to the
[Director of the] Office for Children and Youth;
(5) Provide effective public information on
children's programs and services in [their jurisdictions] THE
COUNTY;
(6) [Participate in the duties and functions of the
Office for Children and Youth] MAINTAIN LIAISON WITH THE AGENCIES
OF THE COUNTY THEIR JURISDICTIONS TO COORDINATE SERVICES AND
MAXIMIZE RESOURCES IN DEVELOPING PROGRAMS; and
(7) Formulate bylaws and operating procedures
necessary to carry out the provisions of this article.
5.
[This] THE Office [shall] MAY not operate any programs or
provide any direct services.
6.
SUBJECT TO THE EVALUATION AND REESTABLISHMENT PROVISIONS OF
THE PROGRAM EVALUATION ACT, THIS ARTICLE AND ALL RULES AND
REGULATIONS ADOPTED UNDER THIS ARTICLE SHALL TERMINATE AND BE OF
NO EFFECT AFTER JULY 1, 1994.

|
SECTION 2. AND BE IT FURTHER ENACTED, That for the purposes
of implementing the provisions of Article 49D, § 2, as amended by
this enactment, the terms of members of the Advisory Committee
for Children and Youth serving on June 30, 1983 shall be
terminated, and new appointments shall be made in accordance with
the provisions of that section.

SECTION 3 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1983.
