(h) (1) In this subsection, the term "minority business
enterprise" has the same meaning as in Article 21, [Subtitle 6,]
§ 8-601 of the Code.

There is hereby established a committee on bonding of State
officers and employees to consist of the State Treasurer, the
State Comptroller and the Attorney General or their designated
representatives. The committee shall be known as the Maryland
State [employees surety bond committee] EMPLOYEES SURETY BOND
COMMITTEE.
Article 78B - Racing Commission
7.
(b) Said Racing Commission shall, as soon as practicable,
award all dates for racing in the State of Maryland on or before
December 1 of each year for racing for the ensuing year. The said
dates so awarded shall not exceed one hundred and eighty (180)
days. The Commission in its discretion on or before December 1 of
each year may also award an additional forty-eight (48) days for
racing for the ensuing year. Said forty-eight (48) days of
racing may be awarded under such terms and conditions as the
Commission may prescribe for any substantial alterations,
additions, changes, improvements or major repairs to or upon the
property owned or leased by any licensee and by it used for the
conduct of racing. The Commission may also prescribe terms and
conditions with respect to the location, capacity, availability
and improvement of parking facilities as a requirement for the
award of the forty-eight (48) days of racing or any part thereof.
The terms and conditions with respect to parking facilities may
be based to the extent possible on master [plan] PLANS developed
by the licensees after consultation with community organizations.
Said forty-eight (48) days of racing or any part thereof may be
withdrawn and revoked by the Commission and, in their discretion,
reallocated, if any licensee fails to complete or continue an
improvement program including parking facilities prescribed by
the Commission as a condition to the awarding of the forty-eight
