The provisions of the law concerning lobbying that relate to
matters generally concerning this article are found in Article
[40, §§ 5 through 14,] 40A, TITLE 5 of the Code.
15CA.
(b) "Executive order" [means] MEANS:
(1) A written order, proclamation, or directive
issued over the Governor's signature:
(ii) Pursuant to §§ 3A[, 14A,] or 15B of this
article;

(a) The Secretary of General Services may provide to each
Governor-elect upon request, for use in connection with his
preparations for the assumption of official duties as Governor,
necessary services and facilities, including:
(2) Payment of the compensation of members of office
staffs designated by the [governor-elect] GOVERNOR-ELECT at rates
determined by him except as here provided otherwise. Any employee
of any agency of any branch of the State government may be
detailed to the staff on a reimbursable basis; and while so
detailed the employee is responsible only to the Governor-elect
for the performance of his duties. An employee so detailed shall
continue to receive the compensation provided pursuant to law for
his regular employment and retain the rights and privileges of
his regular employment [and retain the rights and privileges of
his regular employment] without interruption. Persons receiving
compensation as members of office staffs under this subsection,
other than those detailed from other agencies, shall not be held
or considered to be regular employees of the State government.
(b) The Secretary of General Services shall expend no funds
for the provision of services and facilities under this subtitle
in connection with any obligations incurred by the
[governor-elect] GOVERNOR-ELECT before the day following the date
of the general election.

(g) To contract for services with, cooperate with and
otherwise assist, consistent with Article 21, any agency of the
State of Maryland or any of its political subdivisions, and any
private agency or person in furtherance of the purpose of the
Trust and to encourage individual and community plans and zoning
ordinances relating to the restoration, preservation, alteration
and/or development of designated sites and areas particularly
within the provisions of Article 66B, §§ [38-50] 8.01 THROUGH
8.15 of the Annotated Code of Maryland.
