As used in this compact, unless the context clearly requires
otherwise:
(1) "State" means a state of the United States, the
United States of America, a territory or possession of the United
States, the District of Columbia, OR the Commonwealth of Puerto
Rico;

(g) In addition to the powers set forth elsewhere in this
section, a community action agency may:
(1) Receive and administer:
(iii) Funds received from State or federal
assistance programs under which a public or private nonprofit
agency may act as a grantee, contractor, or sponsor of projects
suitable for community action programs[.];
(h) In addition to the duties set forth elsewhere in this
section, a community action agency shall:
(4) (i) Establish procedures by which community
residents may:
1. Influence the character of their
community action programs; and
2. Participate regularly in the
implementation of these programs.
(ii) Provide the necessary technical and
advisory support to enable the poor and neighborhood groups to
secure public and private financial assistance on their own
behalf[;].

(a) The following agencies, boards, commissions, councils,
corporations, authorities, trusts, and divisions shall be
included within the Department of Economic and Community
Development:
(16) Commission on Indian Affairs.
[(17) Maryland Office of Small Business Assistance.]

(a) In order to accomplish the legislative policy set forth
in § 266B of this subtitle, the legislative body of any county or
municipality may adopt a resolution which creates an industrial
development authority. The resolution and any resolution adopted
pursuant to [subsections] SUBSECTION (d) or (k) OF THIS SECTION,
