Commission", to clarify the time requirement for County Council
confirmation of the election of Fire Board members to the Fire
and Rescue Commission; by adding a new subsection (i) to Section
21-4M, title "Personnel Administration for Career Employees of
Corporations" of Division 4 "Personnel"; and to amend Chapter 33,
title "Personnel" of the Montgomery County Code 1972, as amended,
by adding to subsection (a) of Section 33-15, title "Judicial
review and enforcement", of Article II, title "Merit System", to
clarify the right of appeal of independent fire and rescue
corporations and their employees from decisions of the Merit
System Protection Board.
Effective Date February 19, 1982.

BILL NO. 2-82
AN ACT to amend Article III, title "Recreation Areas and
Advisory Boards" of Chapter 41, title "Recreation and Recreation
Facilities" of the Montgomery County Code 1972, as amended, by
amending Section 41-21, title "Recreation Board - Created, etc."
to allow one representative from each recreation area advisory
board to serve on the County Recreation Board, to increase the
number of at-large members and ex officio non-voting members on
the Board, to define appointments to unexpired terms and dates of
terms; by amending Section 41-23, title "Same - Officers;
Committees, etc." to require the Board to elect its own
chairperson annually; to amend Section 41-24, title "Same -
Services and facilities; advisor", to clarify County Recreation
Board; to amend Section 41-27, title "Same - Composition; etc.",
to clarify reappointments and appointments to unexpired terms.
Effective Date July 10, 1982.

BILL NO. 4-82
AN EMERGENCY ACT to amend Subsection (h) of Section 52-21,
title "Levied; amount", of Article II, Title "Real Property
Transfer Tax" of Chapter 52, title "Taxation" of the Montgomery
County Code 1972, as amended, to clarify the exemption from
taxation of certain units in an expanding condominium regime
established by recording of a declaration, by-laws and
condominium plat before the effective date of the law but not
added to the established condominium regime by that date, and to
provide a deadline for the establishment of such units in a
condominium regime for eligibility for the exemption from
taxation.
Effective Date April 10, 1982.
