BILL NO. 45-80
AN ACT to amend Chapter 12, title "Courts," of the
Montgomery County Code, 1972, as amended, by adding a new Article
VI, title "Juvenile Court Committee," Sections 12-36 through
12-43 to establish the Montgomery County Juvenile Court
Committee; to specify the composition of the Committee and the
term of members; to provide for annual election of officers; to
authorize the Committee to designate subcommittees; to specify
meeting, notice, quorum, voting and attendance requirements; to
provide for expenses incurred by Committee members; to specify
the functions and responsibilities of the Committee; to provide
administrative support for the Committee, and to allow the
Committee to adopt bylaws and rules of conduct which are not
inconsistent with the County Charter or Law.
Effective Date June 15, 1981.

BILL NO. 46-80
AN EMERGENCY ACT to add a new Chapter 44A, title "Secondhand
Precious Metals Dealers" to the Montgomery County Code, 1972, as
amended, to provide for licensing of secondhand precious metals
dealers and certain employees, to define words and phrases used
in the Chapter, to prohibit purchase of secondhand precious
metals without a license, to require display of the license, to
require certain books, records, and information to be kept by the
dealer at the business location, to require the retention of
certain property for a specified period after complying with
reporting requirements, to prohibit purchase from minors without
parent or guardian being present, to require reporting of
information to the Montgomery County Department of Police, to
authorize inspection of certain records and property by the
Montgomery County Department of Police, to authorize Montgomery
County Police to extend the retention period of certain property,
to provide for a license application and issuance, to require
payment by check, to authorize the Montgomery County Department
of Police to utilize computer information systems, to provide for
rules and regulations, to provide penalties for violations of the
requirements of Chapter 44A, and to authorize administration of
this law in municipalities which adopt Chapter 44A.
Effective Date December 11, 1980.
