Advisory Council", to establish, pursuant to State law, a local
Drug Abuse Advisory Council to be appointed by the County
Executive subject to confirmation by the County Council; to
specify the composition of the Council and the terms of office
for members on the Council; to provide for the annual election of
officers of the Council, to authorize the Council to designate
subcommittees; to specify ex officio non-voting membership on the
Council; to specify meeting, quorum, voting and attendance
requirements for the Council; to deal with the matter of
compensation and reimbursement for expenses incurred by Council
members; to state the functions and responsibilities of the
Council as set forth in State law; and to provide that staff
support for the Council shall be provided by the local health
officer.
Effective Date September 25, 1980.

BILL NO. 19-80
AN EMERGENCY ACT to amend Chapter 6A, title "Beverage
Containers" of the Montgomery County Code 1972, as amended, by
repealing and re-enacting with amendments Chapter 6A to provide
that in Sections 6A-3, title "Refund value required"; 6A-4(a) and
(b), title "Acceptance for refund"; 6A-5, title "Non-reusable
beverage containers markings"; and 6A-9, title "Additional
information" certain provisions of the beverage container law,
Chapter 6A, shall become effective October 1, 1981, to require
certain reporting by the County Executive by April 15, 1981; and
to require the Council to consider the degree of cooperation by
other jurisdictions in the area and the appropriateness of
legislation that would alter or repeal this law.
Effective Date September 30, 1980.

BILL NO. 21-80
AN EMERGENCY ACT to amend Chapter 24, title "Health and
Sanitation" of Montgomery County Code 1972, as amended, by
repealing and reenacting with amendments Section 24-25, title
"Health Services Planning Board - Established; selection process;
composition" of Article III, title "Health Systems Agency" to
permit nonconsumer members of the Board to be either residents of
or have their principal place of business in Montgomery County as
permitted by federal law.
Effective Date July 23, 1980.
