RESOLUTION proposing to amend Article VII "Merit System,"
Section 706(e) "Revisions of pay plan" and Section 707 "Pay plan
for exempt positions," to provide that the law enacting changes
in the pay plans for officers and employees in the classified
service and the exempt service shall be effective on the first
day of the ensuing fiscal year; and submitting this amendment to
the qualified voters of Howard County for their acceptance or
rejection in accordance with Section 1001 of the Howard County
Charter.

RESOLUTION proposing to amend Article VII "Merit System"
Section 709 "Prohibitions," to provide, in accordance with
Article 33 of the Annotated Code of Maryland, that no officer or
employee of the County shall be prohibited from participating in
politics or political campaigns; and further providing that no
officer or employee shall engage in political activity while on
the job during working hours; advocate the overthrow of the
government by unconstitutional or violent means; or be obligated
to contribute to an election campaign, political party or
political club, or to render political service; and submitting
this amendment to the qualified voters of Howard County for their
acceptance or rejection in accordance with Section 1001 of the
Howard County Charter.
