qualified voters of Howard County for their acceptance or
rejection in accordance with Section 1001 of the Howard County
Charter.

Resolution No. 120
RESOLUTION proposing to amend Article II "The Legislative
Branch" Section 208(d) "Emergency Sessions" to provide that the
Council may be called into emergency session for the purpose of
introducing and enacting emergency legislation either by the
County Executive or by a majority of the members of the Council;
and submitting this amendment to the qualified voters of Howard
County for their acceptance or rejection in accordance with
Section 1001 of the Howard County Charter.

Resolution No. 121
RESOLUTION proposing to amend Article II "The Legislative
Branch," Section 209(c) "Procedure for Passage of Laws," to
provide that the public hearing on a bill shall commence not less
than ten calendar days after its introduction, that the title of
each bill and the time and place of the hearing thereon shall be
published once a week for two successive weeks in at least one
newspaper of general circulation in the county, and that the
title of each enacted bill shall be published once in at least
one newspaper of general circulation in the county; and
submitting this amendment to the qualified voters of Howard
County for their acceptance or rejection in accordance with
Section 1001 of the Howard County Charter.
