AN ACT amending Section 16.137(A) Minor Subdivision (3),
Subtitle 1 "Subdivision and Land Development Regulations" of
Title 16 "Planning, Zoning and Subdivision and Land Development
Regulations" of the Howard County Code exempting minor
residential or agricultural subdivisions from certain provisions
of this subtitle and requiring conformance to the final
subdivision plan and final plat only unless certain conditions
will result.

AN ACT to add new Subtitle 6 "Employees Relations", Sections
6.100 through 6.111 to Title 1 "Administration" of the Howard
County Code so as to authorize the classified employees of Howard
County, Maryland, at their option, to select a representative or
representatives to enter into negotiations and to reach agreement
in matters of wages, hours, working conditions and other terms of
employment with the Executive Branch of the Howard County
government, all subject to the Charter provisions governing
public employment and fiscal procedures in Howard County,
Maryland, setting out certain rights of classified county
employees and the county therein, setting out the procedures for
recognition and certification of employees representatives and
the representatives rights and duties subsequent to
certification, setting out procedures for decertification of
employees representatives and setting out negotiation impasse and
grievance procedures and defining and establishing procedures for
unfair labor practices.
