of Hagerstown as permitted under Article 23A, Section 19(b) of
the Annotated Code of Maryland, by adding or annexing thereto the
property described as Parcel 2 above, which is immediately
adjacent to and adjoining the present corporate boundaries of the
City, the consent of the owner thereof having been obtained by
the Council of the City of Hagerstown, a copy of which consent is
incorporated herein by reference as if set forth herein and made
a part hereof; and
WHEREAS, the Mayor, who is the presiding officer of the
legislative body, has caused to be made a verification of the
signature on the aforesaid Petition, and has ascertained that the
requirements of Article 23A, Section 19 of the Annotated Code of
Maryland have been met.
[Section 2 of the Charter of the City of Hagerstown, being
also Section 15-2 of the Public Local Laws of Washington County,
repealed and reenacted, with amendments.

CHARTER AMENDMENT RESOLUTION
NO. 1982 - 1
A RESOLUTION concerning:
Charter of the Town of Hampstead
FOR THE PURPOSE OF creating the office of Town Manager,
providing for the appointment, removal, powers, duties,
compensation and term of office of the Town Manager and to repeal
and to repeal and reenact with amendments certain provisions of
said Charter which are inconsistent with the creation of such
office as hereafter set forth.
[Sections 6-10, 6-17, 6-18, 6-19, and 6-23 of the Code of
Public Local Laws of Carroll County, repealed and reenacted, with
amendments. Sections 6-45, 6-46, 6-47, 6-48, 6-49, 6-52, 6-55,
6-58, 6-60, 6-66, 6-67, 6-71, 6-74, 6-95(e) and (i), 6-100, and
6-101 of the Code of Public Local Laws of Carroll County,
repealed and added.
