HAMPSTEAD
A RESOLUTION OF THE MAYOR AND COUNCIL OF THE TOWN OF HAMPSTEAD TO
ENLARGE THE CORPORATE BOUNDARIES OF THE TOWN OF HAMPSTEAD AND
THEREBY AMEND THE CHARTER OF THE TOWN OF HAMPSTEAD. WHEREAS, Petitions have been presented in writing to the
Town of Hampstead, Carroll County, State of Maryland, signed by
the persons who are owners and residents of certain real estate
lying and being contiguous to the existing corporate boundary
lines of the Town of Hampstead to enlarge the corporate
boundaries of said Town by the annexation of their real property,
said Petitions relating to the properties hereafter identified as
the Steger Tract (5.9784 acres), the Steger-Swam Tract (0.7529
acres), the Steger-Swam Tract (16.0307 acres), the Swam Tract
(4.4149 acres), the Rittenhouse Tract (7.028 acres), the Masonry
Contractors Tract (0.3992 acres), the Hess Tract (0.2943 acres)
and the North Carroll Farms Tract (75.8650 acres), and WHEREAS, the Mayor and Council of the Town of Hampstead,
pursuant to Article 23A, Section 19(c) of the Maryland Code has
verified the signatures upon said Petitions and has ascertained
that the persons signing said Petitions represent at least
twenty-five (25%) percent of the persons who reside in the areas
to be annexed and who are registered voters in County elections
in the precinct or precincts in which the territory to be annexed
is located, and are the owners of at least twenty-five (25%)
percent of the assessed valuation of the real property located in
the areas to be annexed, and WHEREAS, the Mayor and Council of the Town of Hampstead have
decided to initiate the annexation of those properties hereafter
identified as East Alley and Town Parcel (Quaker City Flour
Mills), and hereby evidences its consent thereto, and WHEREAS, the Mayor and Council of the Town of Hampstead,
pursuant, to the Petitions requesting annexation and those
requests initiated by it, is introducing this Resolution
providing that the present corporate boundaries of the Town of
Hampstead be extended to include the areas described in said
Petitions and in this Resolution, and WHEREAS, the Mayor and Council of the Town of Hampstead,
pursuant to Article 23A, Section 19(d) of the Maryland Code will
or has caused a notice of the proposed enlargement of the
corporate boundaries of the Town of Hampstead to be published not
less than four (4) times at weekly intervals in the Carroll
County Times, a newspaper of general circulation in the Town of
Hampstead, describing the proposed changes and specifying a time
and place at which a public hearing will be held on the proposed
annexation, said public hearing to be held on the 14th day of
December, 1981 at 7:30 p.m., at 1034 S. Carroll Street,
Hampstead, Maryland, in the Council chambers, said date being
more than fifteen (15) days after the fourth publication of the
notice in the aforementioned newspaper, and WHEREAS, the Mayor and Council of the Town of Hampstead
