(c) The Secretary of Personnel shall recommend amendments
to this Executive Order which are necessary to implement
approved amendments to the Asbestos Safety and Health
Program.
Section 6. Budget
Funding for the Asbestos Safety and Health Program shall be
provided pursuant to the annual State budget, including
amendments to the budget approved in accordance with law.

JOINT LEGISLATIVE AND EXECUTIVE COMMITTEE ON PENSIONS
WHEREAS, By letter dated January 12, 1983, the Special Joint
Committee on Pensions reported that the costs of fully
funding the employees' and the teachers' retirement and
pension systems are exceeding the costs estimated for those
systems when the new pension systems were created by
Chapters 23 and 24 of the Acts of the General Assembly of
1979; and
WHEREAS, The Special Joint Committee on Pensions further reported
that it anticipated that the State's new actuary would be
making technical suggestions that might improve the
long-term pension situation of the State and local
governments; and
WHEREAS, The Board of Trustees of the Maryland State Retirement
and Pension Systems has commissioned the actuary to examine
certain aspects of the operation of the retirement systems,
including the method used in calculating and projecting
annual State retirement system costs; and
WHEREAS, By a resolution dated March 8, 1983, the Board of
Trustees of the Maryland State Retirement and Pension
Systems recommended that the General Assembly postpone until
the 1984 Session any action on proposals for far-reaching,
fundamental changes in any of the retirement systems since
better data will then be available regarding the long-term
funding requirements of the retirement systems; and
WHEREAS, Several measures to control the recent rapid increase in
retirement costs paid by the State have been proposed but
