WHEREAS, Certain State organizations created to ensure that
effective, efficient, and coordinated employment and
training services are provided to eligible Maryland
residents under the Comprehensive Employment and Training
Act, as amended, have been abolished or superseded by the
provisions of the Job Training Partnership Act; and
WHEREAS, The State is now taking various steps necessary to
implement these provisions of the Job Training Partnership
Act to obtain comprehensive training and employment services
for Maryland citizens under the new Act and have a smooth
transition from the structure of these services under the
former Acts; and
WHEREAS, One of the present requirements of the Job Training
Partnership Act is the creation of a State job training
coordinating council to advise the Governor and other- bodies
concerning Statewide coordination, implementation and
provision of special services under the provisions of the
Job Training Partnership Act;
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND AND PURSUANT TO THE
PROVISIONS OF THE JOB TRAINING PARTNERSHIP ACT, HEREBY ISSUE
THE FOLLOWING EXECUTIVE ORDER, EFFECTIVE IMMEDIATELY:
1. The Governor's Employment and Training Council is
established as Maryland's State job training
coordinating council under the federal Job
Training Partnership Act, P.L. 97-300.
2. The Governor's Employment and Training Council
shall consist of 38 members appointed by the
Governor. Members of the Council shall be
appointed for terms of three years, except that
the terms of 13 of the members initially appointed
shall be 1 year, the terms of 13 of the members
initially appointed shall be 2 years, and the
terms of 12 of the members initially appointed
shall be 3 years. The Chairperson of the Council
shall be designated by the Governor and may not be
an elected official or an employee of the State of
Maryland or any local government. The membership
of the Council shall be allocated among the
representatives of the groups described in, and in
the proportions required by, Section 122(a) of the
Job Training Partnership Act and any rules and
regulations promulgated under that Act.
