(12)  Explore issues concerning volunteer recruitment,
volunteer retention, loaned executive programs and
accountability of volunteer programs; (13)  Determine the feasibility of statewide clearinghouses,
skills-banks or information centers for volunteers and
projects in the State; and (14)  Maintain liaison with national and State groups active
in the field of voluntarism to secure and maintain
information on federal, state and private resources
which may enhance volunteer projects within the State. II. COMPOSITION The Council shall be composed of thirty members consisting
of: (1)  Representatives from: (a)  Business entities, (b)  Labor organizations, (c)  Private, non-profit organizations, (d)   Foundations, (e)  Religious organizations, (f)  Volunteer organizations, (g)  Maryland Association of Counties,
(h)     Maryland Municipal League, (i) Baltimore City Government,
(j) Maryland Chamber of Commerce, (2)   Individuals who are currently volunteers, (3)  Recipient(s) of volunteer efforts, and (4)  The following representatives from State Government: (a)  The Secretary of Budget and Fiscal Planning (b)  The Secretary of Economic and Community
Development
(c) The Secretary of Health and Mental Hygiene
