EXECUTIVE ORDER OF JANUARY 21, 1983

GOVERNOR'S VOLUNTEER COUNCIL
WHEREAS, Volunteering to help one's neighbor, one's community,
our state and nation has been an important and integral part
of America's history and heritage, and
WHEREAS, The citizens of Maryland have a long and dedicated
history of giving generously of their time, talents and
skills to help others, and
WHEREAS, The State of Maryland has over 60,000 volunteers,
serving to augment state government services to our
citizens, and
WHEREAS, The current and projected impact of changes in federal
programs upon the primary human service obligations of state
government suggests that the question of voluntary citizen
and organizational, activity may need to be elevated from a
programmatic to a policy level, and
WHEREAS, The Federal Government established a two-year Federal
Private Sector Initiatives Task Force in 1980 to encourage
individual states to document and promote cooperation
between public and private sector in serving their citizens,
and
WHEREAS, While good work is already being done at the local,
state and national levels by private institutions
families, corporations, philanthropic, religious and
voluntary organizations, labor unions and civic groups --
greater efficiency and cooperation can be accomplished
through better organization and coordination, and
WHEREAS, There exists the need to establish within Maryland a
central council which can channel, encourage, mobilize and
enhance the vigor, idealism and vision that is exemplified
currently by many Maryland organizations, businesses,
institutions and individuals;
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, BY THE POWER VESTED IN ME BY THE CONSTITUTION AND
LAWS OF MARYLAND DO HEREBY ESTABLISH THE GOVERNOR'S
VOLUNTEER COUNCIL.
