resource protection and urban and community forestry activities
would be combined into a cooperative forestry program under the
direction of the state forester. His responsibilities would
include cooperative forestry activities, the federal forest
inventory, fire control, forest demonstration areas (Seth, Stoney
Forest, Doncaster, Wicomico), forest resource planning, insect
and disease management, state forest management and work plans,
resource utilization and watershed management. Reporting to the
state forester would be a chief for resource planning, a chief
for resource management, a chief for resource protection and a
chief for resource utilization. Regional foresters would be under the supervision of the state
forester. The cooperative forestry program would be a separate
budgetary program from the public land management program. The proposed reorganization would also have a general direction
program to provide direction, coordination, administrative
support and services to the other two programs in the unit. An
associate director would be responsible for capital budgeting,
evaluation of alternative funding, park advisory committees, park
boards, staff communications, training, personnel salary parity,
public relations and public education. A public affairs officer
and training officer would be under the direct supervision of the
associate director. In addition, under the general direction program, a chief of
program control would be responsible for purchasing, fleet
management, equal opportunity, safety and computer functions.
Reporting to the chief of program control would be equal
opportunity specialist, fleet management supervisor, management
analyst, safety officer, and supply clerk. An administrative
officer would be responsible for the unit's budget. I believe that the proposed organization consolidating the
various programs will promote effective and efficient management
of our forest and park resources through the elimination of
