WHEREAS, There are currently 434,000 Marylanders age 65 or
over, the number of senior citizens is increasing at an estimated
rate of 3 percent each year, 40 percent of the elderly persons in
this State are over age 75, and large numbers of these
individuals are considered at risk with regard to physiological
or psychological dysfunction; and
WHEREAS, Senior citizen centers are widely recognized as an
effective means for providing a variety or essential services to
elderly people and sufficient financial resources are needed to
sustain the quality and range of services offered by senior
citizen centers statewide; and
WHEREAS, The efficient development and utilization of funds
designated to support the operation of senior citizen centers
require a comprehensive effort directed toward review, planning,
and continued implementation of program objectives; now,
therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is requested to establish the Task Force on Senior
Citizen Activity Centers to examine:
(1) The State's role in the financing of services and
programs provided by senior citizen centers;
(2) Maryland's history of involvement with the
operation and development of senior citizen centers;
(3) Existing programs and services currently provided
by senior citizen centers; and
(4) The future development of services and activities
by senior citizen centers in Maryland; and be it further
RESOLVED, That the Task Force consist of 9 members appointed
as follows:
(1) Two members of the House of Delegates appointed
by the Speaker of the House;
(2) Two members of the Senate of Maryland appointed
by the President of the Senate; and
(3) Five members appointed by the Governor, including
two members from the Maryland Association of Senior Centers, one
member from the Maryland Association of Area Agencies on Aging,
and two members who are senior citizens who utilize senior
citizen centers within the State; and be it further
RESOLVED, That the Director of the Maryland State Office on
Aging should serve as an ex officio member of the Task Force; and
be it further
