HARRY HUGHES, Governor                                        2257 RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
General Assembly requests the Maryland Congressional Delegation
to introduce into Congress a resolution calling for the President
of the United States to negotiate with the Soviet Union a
permanent verifiable freeze in U.S. and U.S.S.R. testing,
production, and deployment of nuclear weapons, missiles, and new
aircraft that are designed primarily to deliver nuclear weapons,
if such a freeze is at a level of weaponry that guarantees the
national security of the United States, is consistent with the
foreign and defense policies of the federal administration, and
is clearly in the best interests of the American people unless
such a freeze would jeopardize the national security of the
United States and not be in the best interest of the American
people, and to urge the President of the United States to
negotiate such a freeze; and be it further RESOLVED, That the Maryland General Assembly urges the
President of the United States to negotiate with the Soviet Union
for a mutual verifiable freeze in testing, production, and
deployment of nuclear weapons, missiles, and delivery aircraft,
unless such a freeze would jeopardize the national security of
the United States and not be in the best interest of the American
people; and be it further RESOLVED, That copies of this Resolution be forwarded to the
Honorable Ronald Reagan, President of the United States, 1600
Pennsylvania Avenue, N.W.. Washington, D.C. 20500; the Honorable
Harry Hughes, Governor of Maryland; Senators Charles McC.
Mathias, Jr. and Paul S. Sarbanes, Senate Office Building,

Clarence D. Long, Barbara A. Mikulski, Marjorie S. Holt, Steny H.
Hoyer, Beverly B. Byron, Parren J. Mitchell, and Michael D.

Honorable George P. Shultz, Secretary of State, Department of
