HARRY HUGHES, Governor EXCEPT ON AN EMERGENCY BASIS AND IT IS THE
INTENT OF THE GENERAL ASSEMBLY THAT THESE
FACILITIES, IF UTILIZED AS EMERGENCY HOUSING,
BE SO USED ONLY UNTIL NEW PERMANENT
FACILITIES NOW UNDER CONSTRUCTION AT ROXBURY
ARE COMPLETED................................ (8) RENOVATE THE WEST AND SOUTH WING CELL BLOCKS
AT THE MARYLAND PENITENTIARY................... [(6)] (9) Design and preparation of plans for a
new prison facility. The Governor shall
project the prison capacity needed. If that
capacity is projected to be in excess of
9,800 single cells, the Executive is to
report back by January 19, 1983 on the need
for the new facility and recommend a new site
upon which to construct the additional
prison. No further construction of any new
prison shall be allowed or authorized in the
Jessup, Hagerstown, or Forrest Street
complexes (except for the planned BG & E
site) beyond those for which appropriations
have been made up to and including, the
General Construction Loan of 1982, except as replacement of existing prisons in the Jessup, Hagerstown, and Forrest Street
complexes, provided such replacement shall
not increase the operating capacity of the
prisons replaced.............................
