2182 LAWS OF MARYLAND
APPROPRIATION. IN THIS PARAGRAPH, NEITHER
SECTION 1(7) OF CHAPTER 520 OF THE ACTS OF
1982 NOR SECTION 1(7) OF THIS ACT SHALL
APPLY........................................ (5) Provide a portion of the funds to construct
AND PURCHASE CAPITAL EQUIPMENT FOR a 720-bed
medium security correctional institution at
the Maryland Correctional Institution
Hagerstown Complex (Washington County),
provided that the perimeter security at all
State Correctional facilities in Washington
County shall be at least equivalent to
perimeter security of a State medium security

FACILITY AT HAGERSTOWN CORRECTIONAL COMPLEX..
(7) DESIGN, CONSTRUCT AND EQUIP FOUR EMERGENCY
HOUSING UNITS. THE GOVERNOR SHALL DESIGNATE
A SITE OR SITES FOR EMERGENCY TEMPORARY
HOUSING NOT LATER THAN JUNE 1, 1983 AFTER CONSULTATION WITH THE FISCAL COMMITTEES. SUCH SITE OR SITES SHALL BE AT EXISTING STATE CORRECTIONAL FACILITIES. SUCH TEMPORARY FACILITIES SHALL BE DESIGNED TO MAXIMIZE THIS USEFUL LIFE AS FUTURE FACILITIES FOR PROGRAM SPACE. THE GENERAL
ASSEMBLY BELIEVES THAT TEMPORARY HOUSING IS AN UNSATISFACTORY METHOD OF HOUSING PRISONERS EXCEPT ON AN EMERGENCY BASIS AND IT IS THE INTENT OF THE GENERAL ASSEMBLY THAT THESE FACILITIES BE UTILIZED ONLY UNTIL
PERMANENT FACILITIES ARE AVAILABLE........ (7)  DESIGN, CONSTRUCT AND EQUIP THREE
PRE-ENGINEERED BUILDINGS TO BE USED FOR
PROGRAM SPACE AT THE ROXBURY CORRECTION
FACILITY WHERE THERE HAS BEEN A DEMONSTRATED
CURTAILMENT OR REDUCTION OF PROGRAMMATIC
ACTIVITIES, AND SUCH REDUCTION OR CURTAILMENT
IS A RESULT OF OVERCROWDING CONDITIONS IN
SUCH FACILITY. TO MAXIMIZE THE UTILIZATION
OF THESE FACILITIES, SUCH FACILITIES SHALL BE
DESIGNED TO PERMIT UTILIZATION AS EMERGENCY
HOUSING UNITS IN THE EVENT THAT THE INMATE
POPULATION IN THE DIVISION OF CORRECTION
REQUIRES ADDITIONAL HOUSING. THE GENERAL
ASSEMBLY BELIEVES THAT TEMPORARY HOUSING IS
AN UNSATISFACTORY METHOD OF HOUSING PRISONERS
