[4-805. A nonresident of the State may not catch crabs for
commercial purposes in the waters of the State.] [4-806. (a)  A commercial crabber's or a sports crabber's license
may be obtained from the Department or the clerk of the circuit
court for the county in which the person resides. (b)  (1) Each applicant for a commercial crabbing or a
sports crabbing license to catch crabs under this subtitle shall
complete an application form showing his full name, social
security number, age, and residence and shall certify that the
facts set forth in the completed application form are true and
that he shall submit to the Department every catch record or
other information the Department requires by rule or regulation. (2) A licensee may renew a commercial crabbing or a
sports crabbing license by completing the form that the
Department provides and certifying that the facts set forth in
the completed form are true. (c)  Upon receipt of the required fee, the Department or the
court clerk shall give the applicant a duplicate copy of the
application, which serves as a temporary license for 15 days to
catch crabs, or, in the case of a renewal license, the Department
or court clerk shall issue the license. Within 48 hours after a
court clerk issues the temporary license or renewal license, the
clerk shall forward the original copy of the application to the
Department. If a license is mailed, it shall be sent by
first-class mail. The court clerk shall forward monthly to the
Department the fees received from applicants for deposit to the
credit of the Fisheries Research and Development Fund. (d)   In addition to any other penalty provided in this
title, the Department, after due hearing on at least 10 days'
notice to the licensee, may suspend or revoke a license issued
under this subtitle if the licensee or his agents have been
convicted of violations on each of 3 or more days in any license
year of any provisions of this subtitle or of departmental
regulations relating to crabs.] 4-807. (a) Any person desiring to engage in the business of
picking, canning, or packing crabs, EXCEPT A PERSON PICKING AND
SELLING CRAB MEAT FOR LOCAL FAMILY TRADE, first shall obtain a
[crab packer's or shipper's] license. LOCAL FAMILY TRADE MEANS
THE SELLING OF PICKED CRAB MEAT DIRECTLY TO THE CONSUMER BY THE
PICKER, WITH THE MEAT BEING PICKED ENTIRELY FROM CRABS HARVESTED
BY THE PICKER OR FAMILY OF THE PICKER. NOTHING IN THIS SECTION
EXEMPTS PERSONS ENGAGED IN PICKING, CANNING, OR PACKING CRABS
