(F) EACH YEAR UNIVERSITY COLLEGE SHALL CAUSE AN INDEPENDENT
CERTIFIED PUBLIC ACCOUNTANT TO PREPARE AUDITED FINANCIAL
STATEMENTS OF UNIVERSITY COLLEGE IN ACCORDANCE WITH GENERALLY
ACCEPTED AUDITING STANDARDS ACCOMPANIED BY THE AUDITOR'S REPORT
ON THE STATEMENTS. UNIVERSITY COLLEGE SHALL SUBMIT COPIES OF THE
AUDITOR'S REPORT AND FINANCIAL STATEMENTS TO THE BOARD OF REGENTS
AND, SUBJECT TO THE PROVISIONS OF ARTICLE 40, § 51 OF THE CODE,
TO THE GENERAL ASSEMBLY. THE PROVISIONS OF § 13-105(E) OF THIS
ARTICLE DO NOT APPLY TO UNIVERSITY COLLEGE OVERSEAS PROGRAMS.
Article 21 - Procurement

(C) (1) EXCEPT AS PROVIDED IN PARAGRAPHS (2) AND (3) OF
THIS SUBSECTION, THIS ARTICLE DOES NOT APPLY TO UNIVERSITY
COLLEGE OVERSEAS PROGRAMS.
(2) SECTIONS 3-405, 3-501, 8-204, 8-501 THROUGH
8-515, 8-701 THROUGH 8-705, 9-106, AND 9-206 APPLY TO UNIVERSITY
COLLEGE WITH RESPECT TO THE PROCUREMENT OF SUPPLIES, SERVICES,
AND CONSTRUCTION WITHIN THIS STATE OTHER STATES, TERRITORIES,
AND POSSESSIONS OF THE UNITED STATES.
(3) (2) THE UNIVERSITY OF MARYLAND SHALL PROMULGATE
REGULATIONS WHICH ESTABLISH PROCUREMENT POLICIES AND PROCEDURES
FOR UNIVERSITY COLLEGE OVERSEAS PROGRAMS THAT PROMOTE THE
PURPOSES SET FORTH IN § 1-201(B) OF THIS ARTICLE.
Article 15A - Budget and Fiscal Planning
23A.
(a) Consistent with Article 21, the Secretary shall approve
and submit to the Board of Public Works for concurrence, all
purchases, leases, or rentals of motor vehicles for use by State
officials and employees in the several departments, boards,
bureaus, commissions, and other agencies of the State government.
The acquisition of motor vehicles shall be based on the lowest
possible initial cost and cost of maintenance, as far as
practicable and feasible. The purchase of state-owned motor
vehicles for all agencies of the State government shall be
reviewed and approved by the Secretary prior to purchase.
(b) (1) The Secretary shall promulgate and enforce rules
and regulations to assure an economical and efficient use of
motor vehicles by agencies of the State government.
(2) These rules and regulations shall apply to all
phases of the maintenance and use of state-owned motor vehicles
and the reimbursement of owners of privately owned motor
vehicles, and shall be directed: (i) to requiring effective,
efficient, and inexpensive use of all motor vehicles; and (ii) to
the compilation and maintenance of accurate and detailed cost
accounting records covering any and all uses of all motor
