vehicles; and (iii) to requiring that pursuant to paragraph
(b)(1) of this section, the method used to determine distribution
of state-owned motor vehicles to State employees shall be to
assign the allocated motor vehicles to those employees
accumulating the highest mileage for official use, except in
instances where the Secretary of Budget and Fiscal Planning
determines, based on published criteria, that the use of a State
vehicle is required for the efficient operation of a State
program regardless of the mileage traveled. (3)  Consistent with this subsection, the Secretary
may reassign State vehicles on an interdepartmental basis if
federally funded programs are substantially reduced or
discontinued. (4)  Subject to Article 40, § 51 of the Code the
Secretary shall report in detail annually to the General Assembly
the text of such rules and regulations currently in effect and
the problems involved in assuring compliance with the directions
and aims of this section. (C) THIS SECTION AND THE RULES AND REGULATIONS PROMULGATED
UNDER THIS SECTION DO NOT APPLY TO PURCHASES, LEASES, OR RENTALS
OF MOTOR VEHICLES BY THE UNIVERSITY COLLEGE OF THE UNIVERSITY OF
MARYLAND FOR THE USE OF UNIVERSITY COLLEGE USE IN ITS OVERSEAS
PROGRAMS. 23B. (A)  The Secretary, after consultation with the State
Comptroller, shall be responsible for planning and controlling
data processing in the several departments and agencies of the
State government. The Secretary shall continuously study the
data processing function within the State in order to improve its
efficiency and economy. All changes effected by any department
or agency pertaining to data processing shall first be reviewed
and approved by the Secretary for compatibility with existing
procedures and equipment. The purchase, lease, or rental of
mechanical or electronic data processing equipment for ail State
departments and agencies shall be reviewed and approved by the
Secretary prior to the purchase, lease, or rental. (B)  THIS SECTION DOES NOT APPLY TO CHANGES PERTAINING TO OR
TO THE PURCHASE, LEASE, OR RENTAL OF MECHANICAL OR ELECTRONIC
DATA OR INFORMATION PROCESSING EQUIPMENT AND RELATED SERVICES BY
THE UNIVERSITY COLLEGE OF THE UNIVERSITY OF MARYLAND FOR THE USE
OF UNIVERSITY COLLEGE USE IN ITS OVERSEAS PROGRAMS. SECTION 2. AND BE IT FURTHER ENACTED, That the provisions
of this Act pertaining to the moneys of University College shall
apply instead of any other law affecting the moneys of University
College to the extent that the other laws are inconsistent with
this Act.
