(I)  TO KEEP THE ENVIRONMENT OF THE COUNTY FREE
OF SOLID WASTE, INCLUDING LITTER; AND (II)  TO PREVENT SCENIC POLLUTION OF BOTH PUBLIC
AND PRIVATE PROPERTY IN THE COUNTY. (B) USE OF PRISONERS. A PLAN CREATED UNDER SUBSECTION (A)(15) OF THIS SECTION MAY
INCLUDE THE USE OF PRISONERS FROM THE STATE CORRECTIONAL SYSTEM
OR FROM COUNTY JAILS OR DETENTION CENTERS. REVISOR'S NOTE: This section is new language derived
without substantive change from former HE § 9-504(1),
(2), (5), (6), (9), (10), the first clause of (3), the
first clause of (4), the first clause of (7), and the
first clause of (8) and § 9-505(b) and (a)(1), (2),
(3), (4), (5), (6), (7), (10), (11), and the first
clause of (9). In subsection (a)(l)(iii) of this section, "solid
waste acceptance facilities" is new language added for
clarity- In subsection (a)(7), (8), (9), (10), and (11) of this
section, "solid waste disposal system" is substituted
for the former references to "community solid waste
disposal system" and "community solid waste disposal
systems", for clarity. In subsection (a)(7) and (9) of this section, the
references to "solid waste acceptance facility" are
new language added to conform to a combined reading of
former HE § 9-505(a)(5), which required the Department
to describe certain areas that would or would not be
served by, inter alia, a solid waste disposal system,
and former HE § 9-505(a)(6), which required the
Department to acquire certain rights-of-way for, inter
alia, solid waste disposal systems and solid waste
acceptance facilities under a time schedule required
by "item (5)". This addition clarifies that the
Department must describe which areas would or would
not be served by solid waste acceptance facilities
and, also, conforms to administrative practice. No
substantive change is intended. In subsection (a)(8), (10), and (11) of this
subsection, the references to "multiuse water supply
system" are new language added to state expressly that
county plans must describe where multiuse water supply
systems are to be constructed to identify and acquire
rights-of-way and easements and to set out a schedule
and a proposed method of financing and the estimated
cost of construction and operation. These additions
conform to the administrative practice of the
