of value greater than $1,000 to any candidate or to contribute
money in excess of $100 except by check in any primary, general
or special election. Total contributions by a contributor under
this subsection shall not exceed $2,500 in any primary or general
election.
[(2) It is unlawful for any individual, association,
unincorporated association, corporation, or any other entity
either directly or indirectly, to contribute any money or thing
of value greater than $2,500 to one or more committees for the
purpose of promoting or defeating the passage of one or more
questions, principles, propositions, or referendum questions or
to contribute money in excess of $100 except by check in any
primary, general or special election. Contributions under this
subparagraph shall not be counted toward the contribution limit
in subparagraph (b) (1) of this section.]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1983.

CHAPTER 388
(House Bill 856)
AN ACT concerning
Hazardous Waste Facility Siting Program
FOR the purpose of establishing the Hazardous Waste Facilities
Siting Board as a unit of the Department of Natural
Resources; adding a new member to the Board representing the
general public for a certain term of office; eliminating the
responsibility of the Maryland Environmental Service to
provide staff and certain surveys and plans to the Board and
instead authorizing the Board to undertake those functions
directly or by contract; authorizing the Board to perform
certain informational services and other activities which it
considers necessary or incidental to the execution of its
duties; altering certain time requirements for performance
of certain site inventories and the development of related
site utilization programs by the Maryland Environmental
Service so that these activities will only be done on an "as
needed" basis; clarifying that applications of the Maryland
Environmental Service need not be for sites on an inventory;
making a certain technical change; and generally relating to
the hazardous waste facility siting program.
BY repealing and reenacting, with amendments,
