(2) If the primary purpose of the reclamation project
is to benefit the health, safety, and environmental values of the
general public;
(3) If the cost of filing the lien exceeds the
increase in the fair market value of the property as a result of
the reclamation project; or
(4) If the reclamation project is necessitated by an
unforeseen occurrence and the project does not significantly
increase the fair market value of the property.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1983.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 33 - Election Code
26-9.
(b) [(1)] It is unlawful for any individual, association,
unincorporated association, corporation, or any other entity
either directly or indirectly, to contribute any money or thing
