(iv) Any other individual who is legally
responsible for a child's welfare.
Parent does not include a social worker or a foster parent,
except as provided in subparagraph (iii), unless appointed as a
parent surrogate.
13-113.
(a) (2) "Senior citizen" means any resident of this State
who is:
(i) 60 years of age or older;
(ii) Retired and whose chief income is derived
from retirement [benefits] BENEFITS; and
(iii) Not employed full time.
18-1310.
[(a) (1)] (A) Any bonds issued under the provisions of this
subtitle may be secured by a trust agreement by and between the
Authority, a participating institution, and a corporate trustee
or trustees, which may be any trust company or bank having the
powers of a trust company within or without the State.
[(2)] (B) Any trust agreement or bond resolution may:
[(i)] (1) Pledge or assign any revenues to be
received by the Authority or proceeds or benefits of any contract
and may serve to convey or mortgage or otherwise secure any
property or property rights;
[(ii)] (2) Contain provisions for protecting
and enforcing the rights and remedies of bondholders;
[(iii)] (3) Restrict the individual right of
action by bondholders; and
[(iv)] (4) Contain such other provisions as the
Authority deems appropriate.
[(3)] (C) Any expense incurred in carrying out the
provisions of the trust agreement may be treated as a part of the
cost of the operation of an education loan program.

[(a)] Each bicounty agency shall:
(1) Designate an agency publications contact person,
and notify the center of the designation;
