Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 610.
This bill establishes a system of State learning
resource centers under the jurisdiction of the State's
Education Coordinating Committee (ECC) and states their
purpose; establishes a new center at Towson State
University's Lida Lee Tall School and directs the Board of
Trustees of the State Universities and Colleges and the
State's Board of Public Works to permit Education
Coordinating Committee to lease this school's facilities;
and provides admission to membership or continuance of
membership in certain retirement and pension systems for
certain employees.
House Bill 1494, which was passed by the General
Assembly and signed by me on June 1, 1982, accomplishes the
same purpose. Therefore it is not necessary for me to sign
Senate Bill 610.

AN ACT concerning
Education - Learning Resource Centers Center
FOR the purpose of providing for the establishment of
learning resource centers in the State placing a
certain learning resource center under the jurisdiction
of the Education Coordinating Committee; specifying
that a certain learning resource center shall be
located at the Lida Lee Tall School located on the
campus of Towson State University; specifying certain
powers and duties of the Education Coordinating
Committee; providing for funding of and spending of
certain moneys by learning resource centers; providing
for the leasing of the Lida Lee Tall School; Learning
Resource Center; setting forth legislative intent;
providing for the admission to membership or
continuance of membership in certain retirement and
pension systems for certain employees; and relating
