Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 282.
This bill as enacted alters the time and manner of
depositing certain racing tax revenues by extending the time
of payment from that required under existing law. This
result is contrary to the objective of the Joint Committee
on Management of Public Funds which introduced the bill to
accelerate deposits of tax revenues so that the State would
benefit from increased investment income.
For this reason, and with the concurrence of the
Chairman of the Joint Committee on Management of Public
Funds, I have decided to veto Senate Bill 282.

Senate Bill No. 282
AN ACT concerning
Racing - Deposit of Funds
FOR the purpose of changing the manner of depositing certain
racing tax revenues and other racing funds for the
purpose of achieving uniformity and better management
of these moneys; specifying the duties of racing
associations, the Maryland Racing Commission; and the
State Comptroller and Treasurer in the management of
these moneys; requiring more timely deposit of certain
racing moneys; and clarifying provisions relating to
deposit of racing moneys: FOR the purpose of altering
the time and the manner of depositing certain racing
tax revenues; specifying the duties of the racing
associations and the State Comptroller and Treasurer in
the deposit of these moneys; and clarifying provisions
relating to the deposit of racing moneys.
BY repealing and reenacting, with amendments,
