I want to congratulate you on a job well done. We have
accomplished what we set out to do and have done it in an
orderly, thoughtful way.
Today's legislation addresses only the tip of the
iceberg. Although we have alleviated a temporary problem
for Marylanders who can not find work, we have not addressed
the real problems of unemployment. That was not our purpose
today, but it must become a top priority for the '83
Legislature.
To this end, I am asking each committee during this
interim to review programs that touch upon both the broad
economic picture in Maryland and the future needs of our
people without jobs. Whether it be spending priorities, tax
incentives, or economic programs, each of our committees
