(a) This subtitle applies to the commissioners and
employees of the Maryland-National Capital Park and Planning
Commission, the Washington Suburban Sanitary Commission, and
the Washington SUBURBAN Transit Commission.

Article 41 - Governor - Executive and
Administrative Departments

9.

(a) Prior to the adoption of any rule or regulation by
an officer or department of the executive branch of the
State of Maryland under any rule-making power granted by the
General Assembly of Maryland, the rule or regulation shall
be submitted to the Attorney General of Maryland for
approval as to its legality. Every officer, department,
board, commission, bureau and similar agency of the State
government other than those within the legislative and
judiciary departments who has power to make, promulgate,
adopt or enforce rules and regulations shall file copies of
them pursuant to the provisions of the State [Document]
DOCUMENTS Law. No rule or regulation hereafter made,
promulgated or adopted is effective until after compliance
with this section.

(c)[ (1)] One copy of every publication printed under
the authority of this subtitle shall be distributed free of
charge to the following:

(1)  Upon request, every judge of a state court,
except orphans' court judges;

(2)  The Enoch Pratt Library; and

(3)  The State Law Library.
