adjoining county, the government of the county in which
construction is proposed shall provide the government of the
adjoining county with a copy of the filings required under
Article 43, Section 394 of the Code, and notice of public
hearings required under Article 43, Section 394A of the
Code.

(b) The following boards and related statutes and
regulations shall be evaluated by July 1, 1981:

(a) (6) However, this section does not limit the
ability of this State or a subdivision of this State to set,
impose, or collect a rate, fee, or charge to pay the
[Authority] ADMINISTRATION for the cost of an energy
project, including the principal of and interest on bonds,
under an agreement between the [Authority] ADMINISTRATION
and the State or subdivision.
Article 43 - Health
333.
(a) The Board of Commissioners may make such rules and
regulations for the enforcement of the provisions of this
subtitle and for the performance of their duties hereunder,
from time to time, as in their judgment they may deem
necessary, and they may provide for the examination of
applicants for journeyman plumbers' certificates or permits,
and for the issuing of certificates or permits to journeyman
plumbers after passing such examination as the Commissioners
may deem proper. The Commissioners shall designate them
either "certificates" or "permits[,]", as they may deem
proper. They shall provide for the issuing of permits to
apprentices, but journeyman plumbers and apprentices shall
be authorized to work only under the direction and control
of a duly certified master plumber. The [certificate]
CERTIFICATES or permits shall be so framed as to show that
journeyman plumbers and apprentices are authorized to work
only as above provided.
(d) In cases of emergency in which it would be
impractical to require two years' experience, one year's
experience as a journeyman plumber will qualify the
applicant for a master's certificate. Whenever by any of the
general or local laws of this State it is provided that a
permit shall be granted to anyone qualified to work at the
plumbing business or to do plumbing work, however the same
may be designated, or that certain appointments shall be
