THE COMMISSION IS A QUORUM TO DO BUSINESS.
REVISOR'S NOTE: This subsection is new language derived
without substantive change from the second
sentence of former Article 43, § 815(e).
The former provision "{i}f .... all eleven
members are not present ... business may be
conducted if a majority of the members are
present" is restated in more general language to
conform to similar provisions elsewhere in this
article and to accommodate possible future
legislative changes in the number of members to
be appointed to the Commission, without the
necessity of enacting a conforming change here.
However, the word "voting" is added since the
full authorized membership of the Commission
includes 5 nonvoting members, who, in practice,
are not considered for purposes of quorum. This
appears to have been the intent of the specific
reference in the second sentence of former
Article 43, § 815(e) to "all eleven members",
even though the first sentence of former Article
43, § 815(e) referred to meetings of the "full
Commission". As to the current full authorized
membership of the Commission, see § 13-104(a)(l)
of this subtitle.
The third sentence of former Article 43, §
815(e), which stated that a majority of members
present may make decisions, is deleted as
unnecessary.

(B) MEETINGS.
THE COMMISSION SHALL MEET AT LEAST TWICE A YEAR, AT THE
TIMES AND PLACES THAT IT DETERMINES.
REVISOR'S NOTE: This subsection formerly appeared as
the first sentence of Article 43, § 815(e).
The phrase "at the times and places that it
determines" is new language added for clarity.
The word "full", which formerly modified
"Commission", is deleted as inconsistent with the
quorum provision in subsection (a) of this
section.
The only other changes are in style.
