and provide for their compensation; to prescribe an oath of
office for the Commissioners and other officers and
employees of the Town; to require surety bonds from the Town
Clerk and other officers and employees of the Town; to
provide for decisions and appeals on election matters; to
enumerate the general and specific powers of the
Commissioners; to establish requirements for a quorum for
the transaction of business; to establish requirements for
the enactment of ordinances; to require the affirmative vote
of three Commissioners to adopt a budget, tax levy
resolution or plan described in Article 66B of the 1957
Annotated Code of Maryland, as amended; to authorize the
Commissioners to determine their own rules and order of
business and to require the keeping of a journal of their
actions; to specify the powers of the Commissioners as to
water and sewerage systems; to specify the borrowing powers
of the Commissioners; to provide for property tax
assessments, annual levies, collection of taxes, tax sales,
tax sale property conveyances and to enumerate the
responsibilities of the Town Clark as to tax collection; to
repeal obsolete provisions relating to the appointment,
powers and duties of the bailiffs, the powers of the
president of the Commissioners as a justice of the peace and
tax assessment appeals to the Commissioners; to provide for
the collection of fines and penalties; to provide for the
appointment of a Planning Commission, Board of Recreation
and Parks, Board of Zoning Appeals, Sign Review Board and
such other commissions or boards as the Commissioners may
deem desirable and to specify the powers and duties of such
commission and boards; to authorize the Commissioners to
designate individual Commissioners to serve as ex officio
members of any commissions or boards created under this
Charter; to provide for automatic resignations from
commissions and boards for certain unexcused absences.

Local Laws of Montgomery County, repealed and reenacted,
with amendments.

RESOLUTION of the Mayor and Council of the Town of Port
Deposit, adopted pursuant to the authority of Article XIE of
the Constitution of Maryland (1957 Edition), 1981
Replacement Volume, Title "Corporations - Municipal" to add
a new section to the Code of Cecil County, Maryland (adopted
January 25, 1971) under Chapter 30 of said Code which
incorporates the Charter of the Town of Port Deposit as
