14.   To require that residents have the opportunity to
speak at any open meeting.

15.   To provide for the publication of a summary of
ordinances.

16.   To add the power to appoint officers and
commissions to the general powers of the Mayor and Council.

17.   To delete a section regarding creation, change, or
abolishment of offices and departments as a general power of
the Mayor and Council.

18.   To reserve for the Town the power to license dogs
in Town.

19.   To allow regulation and prohibition of
unreasonable noise.

20.   To change all references to "State Roads
Commission" to "State Highway Administration."

21.   To change reference to "constables" to "deputy
sheriffs" with regard to police power.

22.   To alter the provision for enforcement.

23.   To change voting age to 18 years, to change
residency requirements for voting to 30 days, and to make
voting qualifications consistent with State and County
requirements.

24.   To require districting and apportionment of the
Town for election purposes.

25.   To provide for appointment of the Chairman of the
Board of Supervisors of Elections by the Mayor and Council.

26.   To remove registration and nominations from the
duties of the Board of Supervisors of Elections and
registration as a Town function.

27.   To remove the requirement of property ownership
for candidates for Mayor and Council and for signers of
petitioners for the candidacy.

28.   To add "I am a registered voter" to the
certificate of candidacy.

29.   To establish election day as the second Monday in
December, 1981, and on that day every second year.

30.   To require that the polls be open from 7:00 A.M.
to 8:00 P.M.

31.   To provide for absentee voting.

32.   To delete reference to women with regard to
elections.

33.   To remove reference to the position of Town Clerk
and specification of authority and responsibilities.

34.   To remove requirement for a contingent fund, to
require information regarding current fiscal year in the
proposed budget, and to require two successive weeks
publication before the budget public hearing.

35.   To allow expending of money from reserves or
surpluses as well as from the contingency fund.

36.   To place requirements on the expending of surplus
or unbudgeted funds.

37.   To allow the Mayor to designate signators of Town
checks.

38.   To change the wording regarding taxation from
"tangible" to "personal" property.
