14.   To require that residents have the opportunity to
speak at any open meeting.

15.   To provide for the publication of a summary of
ordinances.

16.   To add the power to appoint officers and
commissions to the general powers of the Mayor and Council.

17.   To delete a section regarding creation, change, or
abolishment of offices and departments as a general power of
the Mayor and Council.

18.   To reserve for the Town the power to license dogs
in Town.

19.   To allow regulation and prohibition of
unreasonable noise.

20.   To change all references to "State Roads
Commission" to "State Highway Administration."

21.   To change reference to "constables" to "deputy
sheriffs" with regard to police power.

require information regarding current fiscal year in the
proposed budget, and to require two successive weeks
publication before the budget public hearing.

35.   To allow expending of money from reserves or
surpluses as well as from the contingency fund.

36.   To place requirements on the expending of surplus
or unbudgeted funds.

37.   To allow the Mayor to designate signators of Town
checks.

38.   To change the wording regarding taxation from
"tangible" to "personal" property.
