MUNICIPAL CHARTERS

39.   To allow the Mayor and Council to set the interest
on overdue taxes.

40.   To allow the issuance of revenue bonds.

41.   To change expenditures requiring written contract
and bid procedures from $1,000 to $3,000.

42.   To provide for appointment and promotion to be
made on the basis of fitness and merit.

43.   To allow the regulation of rabbits and reptiles.

44.   To provide for the appointment of a Town Manager
and specify responsibilities, etc. for the position.

45.   To delete the proviso for providing water and
sewer outside of the corporate limits of the Town.

46.   To remove the section regarding contracts for
water.

47.   To allow up to thirty years for payment of special
assessments.

48.   To remove the section regarding the billing of
special assessments.

49.   To allow the Town to condemn property for Urban
Renewal and Redevelopment projects, and to change the
reference regarding procedure.

50.   To allow provision for legal defense of Town
officials under suit for activities while acting in their
official capacity.

51.   To make certain changes in the wording of the
section now entitled "Misdemeanors", particularly in
increasing the limits for fine and imprisonment.

52.   To provide for penalty for municipal infractions
and establish procedure and fine amount.

53.   To make certain other changes in form and wording
which do not affect the substance of the Charter.

[(The Charter of the Town of Chestertown, Kent County,
as found in the Public Local Laws of Kent County, 1958
Edition and 1975 Supplement, repealed), and

Sections 1 to 89 of the Code of Public Local Laws of
Kent County, added.
