THE ADDITION OF A SPECIFIC PROVISION FOR FUNDING COMMERCIAL
OR INDUSTRIAL REDEVELOPMENT PROJECTS.

WHEREAS, the Mayor and Council of the Town of Berlin
have determined that the revitalization of the downtown
business area is necessary to the continuing economic health
and general welfare of the citizens of the town; and

WHEREAS, the funding of the downtown revitalization
program has been proposed by an offering of financial
assistance by private lenders and the said Mayor and Council
are desirous of providing the authority for the
implementation of such financial assistance;

[Section C5-l(56) of Article V of the Charter of
Berlin, Worcester County, added.

RESOLUTION NO. 16-81

WHEREAS, Section 805, "Certificates of Indebtedness",
of the Town Charter currently limits the interest rate on
borrowing to effectuate the construction of public ways to
eight (8) percent per annum; and

WHEREAS, this 8 percent interest rate limitation does
not reflect the high interest rates experienced thus far in
the 1980's; and

WHEREAS, this 8 percent interest rate limitation
unnecessarily restricts the Town Council from borrowing to
effectuate the construction of public ways.

[Section 805 of the Charter of the Town of Berwyn
Heights, Prince George's County, repealed and reenacted,
with amendments.
