112.

(A)  BY NOVEMBER 1 OF EACH YEAR THE SPENDING
AFFORDABILITY COMMITTEE SHALL SUBMIT A REPORT TO THE
LEGISLATIVE POLICY COMMITTEE AND THE GOVERNOR INCLUDING
RECOMMENDATIONS FOR FISCAL GOALS FOR THE BUDGET TO BE
CONSIDERED AT THE NEXT SESSION OF THE GENERAL ASSEMBLY. THE
REPORT SHALL INCLUDE:

(1)  A RECOMMENDED LEVEL OF STATE SPENDING;

(2)  A RECOMMENDED LEVEL OF NEW DEBT
AUTHORIZATION;

(3)  A RECOMMENDED LEVEL OF STATE PERSONNEL;

(4)  A RECOMMENDED USE OF ANY ANTICIPATED
SURPLUS; AND

(5)  OTHER FINDINGS OR RECOMMENDATIONS AS THE
COMMITTEE DEEMS APPROPRIATE.

(B)  IF THE REPORT OF THE SPENDING AFFORDABILITY
COMMITTEE RECOMMENDS EXPENDITURES IN EXCESS OF THE ANNUAL
INCREASE IN PERSONAL INCOME, GROSS STATE PRODUCT OR OTHER
DATA USED BY THE SPENDING AFFORDABILITY COMMITTEE TO MEASURE
THE GROWTH OF THE STATE'S ECONOMY, THE SPENDING
AFFORDABILITY COMMITTEE SHALL PROVIDE THE SENATE AND THE
HOUSE OF DELEGATES WITH AN ANALYSIS AS TO THE EXTENT THE
RECOMMENDATION EXCEEDS SUCH ECONOMIC INDICATORS THE ANNUAL
INCREASE IN PERSONAL INCOME AND ALTERNATIVES THAT WOULD
CONFORM THE RECOMMENDATION TO A SPENDING LEVEL NOT IN EXCESS
OF THE ANNUAL INCREASE IN PERSONAL INCOME.

113.

(A) IN REPORTING THE BUDGET FOR CONSIDERATION BY THE
SENATE AND THE HOUSE OF DELEGATES, THE BUDGET COMMITTEES
SHALL CONSIDER THE RECOMMENDATIONS OF THE SPENDING
AFFORDABILITY COMMITTEE AND SHALL EITHER REPORT A BUDGET
BILL THAT CONFORMS TO THE RECOMMENDATIONS OF THE SPENDING
AFFORDABILITY COMMITTEE OR IF THE LEVEL OF THE BUDGET BILL
REPORTED BY EITHER COMMITTEE IS ABOVE THE RECOMMENDATIONS OF
THE SPENDING AFFORDABILITY COMMITTEE, THE COMMITTEE SHALL
PROVIDE THE SENATE OR THE HOUSE OF DELEGATES WITH AN
ANALYSIS STATING THE EXTENT TO WHICH THE BUDGET EXCEEDS THE
RECOMMENDATIONS OF THE SPENDING AFFORDABILITY COMMITTEE AND
EXPLAINING THE COMMITTEE'S RATIONALE FOR EXCEEDING THE
RECOMMENDATIONS AND ALTERNATIVES THAT WOULD CONFORM THE
BUDGET TO THE RECOMMENDATIONS.
