THE DEPARTMENT OF FISCAL SERVICES SHALL SERVE AS STAFF
FOR THE SPENDING AFFORDABILITY COMMITTEE. AGENCIES IN THE
EXECUTIVE DEPARTMENT SHALL COOPERATE WITH THE COMMITTEE AND
FURNISH INFORMATION TO THE COMMITTEE AND ITS STAFF AS
REQUESTED.

BY JUNE 1 OF EACH YEAR, THE DEPARTMENT OF FISCAL
SERVICES SHALL REPORT TO THE LEGISLATIVE POLICY COMMITTEE
THE EXTENT TO WHICH THE BUDGET AS ENACTED BY THE GENERAL
ASSEMBLY CONFORMED TO THE RECOMMENDATIONS OF THE SPENDING
AFFORDABILITY COMMITTEE.

BY JUNE 1 OF EACH YEAR, THE. LEGISLATIVE POLICY
COMMITTEE SHALL SELECT AGENCIES OR PROGRAMS THAT THE
COMMITTEE BELIEVES SHOULD BE SUBJECT TO LEGISLATIVE REVIEW
AND ASSIGN THE ITEMS SELECTED TO THE APPROPRIATE COMMITTEES
FOR REVIEW AND RECOMMENDATIONS DURING THAT LEGISLATIVE
INTERIM.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1982.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1783.

This bill requires the Legislative Policy Committee to
appoint and coordinate a Spending Affordability Committee
whose goal is to limit the growth of State spending to a
level that does not exceed the growth in personal income.

Senate Bill 1089, which was passed by the General
Assembly and signed by me on June 1, 1982 accomplishes the
same purpose. Therefore it is not necessary for me to sign
House Bill 1783.
