JOINT RESOLUTIONS
WHEREAS, Certain evil elements of our society seek to
erode the social fabric of the nation by criminal and
antisocial behavior; and
WHEREAS, These elements operate not only against their
innocent victims, but also against law enforcement officers
whose sworn duty it is to protect our lives, liberty, and
property from these elements; and
WHEREAS, Many law enforcement agencies in this Nation,
as well as the law enforcement officers of this State, have
sought to protect their officers by providing these officers
with bulletproof vests, capable of deflecting bullets with
little or no damage to the officers; and
WHEREAS, These bulletproof vests have been incredibly
effective in saving the lives of hundreds of law enforcement
officers in the last several years; and
WHEREAS, Certain bullets have been made available for
sale throughout this nation that can defeat the protection
offered law enforcement officers wearing bulletproof vests;
and
WHEREAS, These bullets have been readily available to
the criminal elements of our society; and
WHEREAS, Even those persons who maintain their right to
bear firearms recognize that these bullets are manufactured
for no other purpose than to penetrate bulletproof vests;
and
WHEREAS, Even if this State bans the use, sale, or
possession of these bullets, the bullets still may be
purchased in neighboring states, demonstrating that a
national approach to this problem is indicated; now,
therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
Congress is urged to introduce and pass legislation defining
these bullets whose sole purpose is to defeat our law
enforcement officers, and banning their manufacture, use,
sale, possession, and importation, in the interest of
salvaging the social fabric of our nation; and be it further
RESOLVED, That a copy of this Resolution be sent to the
Maryland Congressional Delegation: Senators Charles McC.
Mathias,. Jr. and Paul S. Sarbanes, Senate Office Building,
Washington, D.C. 20510; and Representatives Royden P. Dyson,
Clarence D. Long, Barbara A. Mikulski, Marjorie S. Holt,
Steny H. Hoyer, Beverly B. Byron, Parren J. Mitchell,
Michael D. Barnes, and Mario Biaggi, House Office Building,
Washington, D.C. 20515.
