JOINT RESOLUTIONS
WHEREAS, While unemployment lines grow longer and
unemployment checks grow smaller, exacerbated by inflation
and especially soaring interest rates which have exacerbated
an already frightening situation for millions of Americans;
now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
General Assembly express it's deep concern over the recent
Reagan Administration restrictive policies concerning
eligibility for extended unemployment benefits, recognizing
that the elimination of a "safety net" is not only a burden
for the jobless but also a burden for the whole country; and
be it further
RESOLVED, That copies of this Resolution be forwarded
to the Honorable Thomas P. O'Neill, Jr., Speaker of the
House of Representatives, The Capital, Washington, D.C.
20515; the Honorable Howard H. Baker, Jr., Senate Majority
Leader, The Capital, Washington, D.C. 20515; the Honorable
Raymond Donovan, Secretary of Labor, 200 Constitution Avenue
N.W., Washington, D.C. 20210; and the Honorable Ronald
Reagan, President of the United States, The White House,
1600 Pennsylvania Avenue, N.W., Washington, D.C.

A House Joint Resolution concerning
Education - Public Assistance Recipients
FOR the purpose of urging the Governor and certain agencies
and institutions to support programs through which
individuals who seek to end their economic dependency
may be given an opportunity to become productive and
self-supporting; and providing that the Department of
Human Resources report certain findings to the General
Assembly.
Persons whose subsistence income consists primarily of
public assistance moneys are generally unable to attain
their economic independence unless afforded educational
training, and career development opportunities; and
It has been clearly demonstrated that educational
attainment decreases unemployment and increases employment
stability and earnings; and
