HARRY HUGHES, Governor

It is in the economic interest of the State to provide
the mechanisms to assist public assistance recipients to
become more productive and economically viable citizens; and

It is established that appropriate employment
incentives can significantly decrease the need for public
assistance; and

Educational, trade, and vocational training
institutions at all levels, including colleges and
universities are well-equipped to assist in preparing public
assistance recipients for full-time unsubsidized jobs; now,
therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor and appropriate State agencies and educational
institutions are urged to undertake an initiative involving
such programs as training, vocational services, tax
incentives, and family and child-care services whereby
individuals who seek to end their economic dependency are
given full access to educational opportunities to become
more productive and self-supporting; and be it further

RESOLVED, That the Department of Human Resources report
to the 1983 General Assembly the results of these efforts to
enhance the coordination and cooperation of these
educational, training, and service-providing agencies aimed
at providing public assistance recipients the needed
educational opportunities to enable them to become
self-sufficient; and be it further

RESOLVED, That copies of this Resolution be sent to the
Honorable Harry Hughes, Governor of Maryland; the Honorable
James Clark, Jr., President of the Senate; the Honorable
Benjamin Cardin, Speaker of the House of Delegates; and
Kalman R. Hettleman, Secretary of the Department of Human
Resources, 1100 N. Eutaw Street, Baltimore, Maryland 21201.
