RESOLVED, BY THE GENERAL ASSEMBLY OF MARYLAND, That the
State Department of Health and Mental Hygiene develope
develop a request for a waiver pursuant to Title XIX of the
federal Social Security Act in order to provide funding for
community based service programs for the developmentally
disabled; and be it further

RESOLVED, That the State Department of Health and
Mental Hygiene request approval of this waiver by the
Secretary of the U.S. Department of Health and Human
Services by the end of fiscal year 1982, or as soon as
practicable thereafter. thereafter; and be it further

RESOLVED, That a copy of this Resolution be sent to
Charles R. Buck, Jr., Secretary of the State Department of
Health and Mental Hygiene.

A Senate Joint Resolution concerning

Federal Unemployment Benefits - Eligibility

FOR the purpose of expressing support for a reevaluation of
recent Federal Administration changes in eligibility
requirements for federal extended benefits.

WHEREAS, With over 9.5 million jobless Americans and a
9 percent national unemployment rate, unemployment has
become a fact of life for an unprecedented number of
Americans; and

WHEREAS, During this time of national economic
distress, the Reagan Administration has decided to cut back
on unemployment compensation and has tightened eligibility
rules; and

WHEREAS, Normally not more than 25 percent of those
receiving unemployment insurance presently exhaust their
benefits; however, over 40 percent will use up their
benefits and be without the cushion that softens the despair
of unemployment; and

WHEREAS, The millions of jobless, without extended
compensation benefits, will, in inevitable frustration, turn
to the welfare rolls to feed their families; and
