and be it further
RESOLVED, That the Real Estate Commission forward a
copy of its guidelines and the results of its study together
with any recommendations, to the Chairman of the Senate
Economic Affairs Committee and to the Chairman of the House
Economic Matters Committee by November 1, 1982.

A Senate Joint Resolution concerning
Community Based Service Programs for the Developmentally
Disabled
FOR the purpose of requesting the Maryland Department of
Health and Mental Hygiene to apply to the Secretary of
the U.S. Department of Health and Human Services for a
waiver, pursuant to Title XIX of the federal Social
Security Act (as amended), to provide funding for
community based service programs for the
developmentally disabled.
WHEREAS, The General Assembly of Maryland recognizes
that many developmentally disabled citizens of Maryland are
inappropriately placed or are at risk of being
inappropriately placed in State institutions for the
mentally retarded; and
WHEREAS, The State of Maryland has been unable to
expand community based service programs for these citizens
because of lack of funding; and
WHEREAS, The federal Social Security Act, as amended,
provided for such funding by way of waiver provisions under
Title XIX of the Act, upon approval of a State plan by the
Secretary of the U.S. Department of Health and Human
Services; and
WHEREAS, Several States have already successfully
applied for and obtained such waivers; and
WHEREAS, Such waivers have proven to be cost effective
and will save the State money while providing much needed
community based service programs for the developmentally
disabled; now, therefore, be it
