WHEREAS, As a member of Congress, Mrs. Spellman was
instrumental in appropriating funds to resurface the
Baltimore-Washington Parkway, "The Lifeline of the Fifth
Congressional District"; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
United States Congress is requested to pass H.R. 4848
entitled "Gladys Noon Spellman Parkway" introduced by
Congressman Hoyer in the 97th Congress, in order to
redesignate the Baltimore-Washington Parkway as the "Gladys
Noon Spellman Parkway" in all references to the parkway in
any present and future law, map, regulation, document,
record, or other paper of the United States, erecting an
appropriate marker adjacent to the parkway commemorating the
outstanding contributions of Gladys Noon Spellman; and be it
further
RESOLVED, That the Governor of the State of Maryland,
through the Secretary of the Maryland Department of
Transportation, is requested to rename the portion of the
"Baltimore-Washington Parkway" under the jurisdiction of the
State of Maryland the "Gladys Noon Spellman Parkway", and to
make any present or future reference to the parkway in any
law, map, regulation, document, record, or other paper of
the State of Maryland reflect the name "Gladys Noon Spellman
Parkway"; and to cooperate with the United States government
in designing and erecting an appropriate marker adjacent to
the parkway commemorating the outstanding contributions of
Gladys Noon Spellman; and be it further
RESOLVED, That copies of this Resolution be sent to the
Honorable Thomas O'Neill, Speaker of the United States House
of Representatives; the Honorable Morris K. Udall, Chairman,
Committee on Interior and Insular Affairs, 1324 Longworth
House Office Building, Washington, D.C. 20515; Secretary
James G. Watt, Department of Interior, 18th and C Street,
N.W., Washington, D.C. 20240; the Honorable Harry Hughes,
Governor of the State of Maryland; and Secretary James J.
O'Donnell, Maryland Department of Transportation, P.O. Box
8755, Baltimore-Washington International Airport, Baltimore,
Maryland 21240; and be it further
RESOLVED, That a copy of this Resolution be sent to the
Maryland Congressional Delegation: Senators Charles McC.
Mathias, Jr. and Paul S. Sarbanes, Senate Office Building,
Washington, D.C. 20510; and Representatives Royden P. Dyson,
Clarence D. Long, Barbara A. Mikulski, Marjorie S. Holt,
Steny H. Hoyer, Beverly B. Byron, Parren J. Mitchell, and
Michael D. Barnes, House Office Building, Washington, D.C.
